THE UNITED STATES RE-BALANCING IN EAST ASIA:

ADOPTING A 100-YEAR TIME-FRAME

There has been much debate on what exactly the phrase “re-balancing” means for the role of the United States in East Asia. Some speculate that we are witnessing the beginning of a Cold War with China, whereas others hope for a greater level of economic engagement with the   region as a whole. Unfortunately, few discussions about the United States and its relationship with East Asia take a long-term perspective. Critical questions such as climate change, demographic shifts in the region, and the exponential evolution of technology have been left out of the debate on the American role. This seminar will take a broader view of “re-balancing” while addressing a range of innovative policies that could ensure a long-term and cooperative U.S. presence in the East Asian region. Event is hosted by the Asia Institute and Foreign Policy in Focus.

North Korea has been an intractable problem for the international community for the last two decades, defying multiple initiatives and efforts to build confidence. Yet recently there have been major geopolitical shifts in the region, and changes in the very paradigms used to conceive of security in East Asia. Those significant shifts hint at new potentials for serious engagement that have been echoed in discussions in government at the highest levels. This seminar will explore a variety of perspectives on engagement going forward.

A few key groups of uninhabited, or lightly inhabited, islands are scattered between the nations of China, Japan, Korea, Russia and other nations in East Asia. Those islands have become the primary stage on which a variety of domestic and international dramas are being unfolded. The issue of sovereignty concerning these islands has become a major issue for all the nations of the region in recent years, and seems to only grow only the more serious.

The Asia Institute held a seminar on the timely topic of “Youth and Global Governance” at Dongguk University on Saturday, January 18. The seminar brought together a group of ten of our members, including, high school students, college students, graduate students, concerned citizens and three professors. The group discussed what exactly global governance means in the 21st century and what would be required to transform existing transnational organizations into institutions that could actually fulfill the requirements of true global governance in this age.

October 30 (2013)

 

Emanuel Pastreich (director), Layne Hartsell (researcher) and Josh Lee (chairman) of the Asia Institute joined the Big Tent discussion held by Google Korea on October 30 (2013) in Gangnam, Seoul. Emanuel and Layne first gave Chairman Eric Schmidt of Google a personal tour of the National Museum of Korea in the morning which included a lively discussion about Korea’s history and culture and its implications for the future. They also took time off for a three way discussion of the implications of technology and globalization for human civilization.

 

Fukushima Initiative (starting September 3, 2013)

The Asia Institute formally launched the Fukushima initiative with the publication of the article “The Century-Long Challenge to Respond to Fukushima” in Foreign Policy in Focus on September 3, 2013. The article was picked up almost immediately by Truthout.org and other blogs and received a wide circulation. The Huffington Post Japan published a Japanese version on September 10 which also received a very positive response.

The Asia Institute joined the Korean Federation for Environmental Movements (KFEM) for a discussion about environmental issues in Korea on July 6, 2013. The discussion was led by Kim Hyunji, director of international relations at KFEM and included Arthur Michalak (communications director of the Asia Institute), Yoojin Jung (managing director of the Asia Institute), Murim Choi (associate of the Asia Institute) and Emanuel Pastreich (director of the Asia Institute).

The Asia Institute was host to Michael Gehret, associate director of the Institute for Advanced Study in Princeton New Jersey, for two days (June 27 & 28) as he visited Korea’s important research institutes to discuss future cooperation and introduce the outstanding practices of the Institute for Advanced Study.

The Institute for Advanced Study has drawn attention as a unique research center that allows scholars to concentrate on their research in a quiet and supportive environment. Best known for one of its first members, Albert Einstein, the Institute for Advanced Study remains a major center for research, especially in physics and mathematics, and boasts a remarkable collection of Nobel Prize winners today.

“The Fight to preserve our soil and our future: Culture is our greatest asset”

Professor Montgomery, professor of geomorphology and topography at University of Washington and recipient of the MacArthur fellowship, has researched the impact of soil and water on civilizations over the last several thousand years. He has uncovered disturbing long-term implications of our current use of land that should cause everyone to stop and think. His book Dirt: The Erosion of Civilizations has garnered international attention for its succinct description of the value and fragility of soil, and argues that soil should be considered as a geostrategic resource. Once soil is gone, he suggests, it cannot be easily replaced, and the rate of the increase in the demand for food in the coming century will force us to consider the sustainability of agriculture to our lives.

On Saturday, February 18, 2012, the Asia Institute hosted a seminar titled “Three

Global Perspectives on Korea’s Potential in Research and Business” at the Paik Hae

Young Gallery in Itaweon at 3pm. It was a discussion of Korea”¯s institutional

strengths, and continuing challenges, led by three individuals with extensive

experience working in Korea”¯s efforts to internationalize in both research and

business. The focus of the seminar fell on which aspects of Korean practice and

policy have been the most effective in propelling Korea to a new global role. Vince

Rubino, Joel Momberger, and Heisook Lee briefly described their own perspectives

and took questions from the audience, and Emanuel Pastreich moderated.

in honor of India”¯s new ambassador to Korea, Mr. Vishnu Parkash on Monday,

February 13, 2012. The event featured talks by President Pastreich and the president

of the Dr. Lakhvinder Singh. Many dignitaries, including Mr. Jeong Sun Tae,

Minister of Government Legislation, and Mr. Moon Kook-Hyun, president of the

Asia Institute Seminar: Role of Youth in the Unification of the Korean

Peninsula

 

November 13, 2011

 

The Asia Institute seminar brought together a broad range of experts and students,

including students from Japan and even an individual originally from North Korea,

to discuss what youth in Korea can do to prepare the way for the future

reunification of the Korean Peninsula. The participants broke into two groups: one

discussing in Korean and one in English. The results of the seminar will be

forthcoming as a short paper.

Director Pastreich attended the Northeast Asia Peace Conference in Ulaanbaatar

and headed a panel of experts discussing the opportunities sand challenges in the

energy, transportation, and natural resources sectors. Director Pastreich

Report on Strategies for International Collaboration in Technology

Convergence Completed

The Asia Institute completed a report on strategies for international collaboration in

technology convergence in cooperation with Seoul National University’s Advanced

Institutes of Convergence Technology.The research report is entitled “°Strategies for

Promoting Successful International Collaboration in Convergence Technologies: A

Consideration of the Korean Bio-Medical Field” on September 1, 2011 and can be

downloaded here. This report was the culmination of Emanuel”¯s work over the

summer including his discussions with University of Illinois, Yale University, MIT,

RIKEN (Japan) and other institutes concerning effective strategies for international

collaboration in convergence technology research. The study was guided by

GENE Incorporated. Michael Gehret, Associate Director of the Institute for

Advanced Studies and Richard Herman, Chancellor Emeritus of University of

Director Pastreich visited the headquarters of RIKEN in Wako, Japan on July 29th

to discuss with Professor Hara Masahiko concerning RIKEN”¯s Asia Research

Network and to learn about Professor Hara”¯s current research. The most advanced

link in the Asia Research Network is the RIKEN-Hanyang Collaboration Research

Center located at Hanyang University in Seoul. This program is on a par with the

RIKEN-MIT Center for Neural Circuit Genetics and the RIKEN-Brookhaven

National Laboratory effort, RIKEN-Hanyang is intended as the core for the Asian

Research Network (ARN) in the technology convergence (fusion) research fields.

Focus so far has been on the combination of nano-technology with bioengineering

and information technology.

“°Evolution of East Asian Enterprise” published by Hangyoreh Economic

Research Institute

 

June 13, 2011

 

The Hangyoreh Economic Research Institute (HERI) released their “°Evolution of

East Asian Enterprise” based on the talks given at the ASIA Future Forum held in

December of 2010. The conference brought together a wide range of individuals

from China, Japan and Korea concerned with corporate social responsibility and the

role of NGOs in building civil society. Director Pastreich was a member of the

panel on NGOs in Asia and their emerging role.

The Korea IT Times covered the proceedings of the Global Convergence Forum

with an article on March 22. They focused on Dr. Liu speaking about the optimal

Choi of KINAC (Korea Institute for Nonproliferation and Control). Dr. Choi spoke

about the history of technology in Daedeok and its rapid evolution as a global

Pastreich delivers talk on climate change to youth

Pastreich spoke about how all of us can contribute to protecting the environment

and responding to the challenges of climate change. The most effective analogy was

to a space ship: earth is like a spaceship with limited resources and we must

conserve them. The event was held at the Global Climate Change Situation Room. I

was invited to serve as an advisor to NASA”¯s OMEGA project, an effort to create a

new generation of algae farming for the generation of energy.

Pastreich delivered a talk at ETRI (Electronic Telecommunications Research

Institute)–one of the most famous research institutes in Korea–about the need to

increase the exchange between artists and those involved in technology. Pastreich

was joined by Ms. Miyoung Jeon, owner of the SSol Gallery and Mr. Hyeongweon

Jeon, owner of the Igong Gallery. Ssol Gallery and Igong Gallery are two

prominent galleries in Daejeon and had not previously had any interaction with

ETRI. The two gallery owners from Daejeon spoke about the arts scene here and

made several very concrete suggestions for possible collaboration.

 

Discussion on Technology Convergence at KRISS

Asia Institute Participates in India-Korea Forum Hosted by Indian Embassy,

Daedeok Innopolis and the Ministry of Knowledge Economy

January 18, 2010

The Asia Institute helped to organize an international forum to explore the

economic and technological implications of the India-Korea Comprehensive

Economic Partnership Agreement (CEPA ) between the Republic of Korea and

India. Director Pastreich hosted the half-day event featuring policy makers,

technical experts and businessmen and gave an address at the banquet dinner. The

Forum was held just days before Korean President Lee Myung-Bak visited India as

a state guest to sign a wide range of agreements for cooperation in business,

The Asia Institute engaged to draft Daedeok Declaration for International

Association of Science Parks International Convention

January, 2010

Daedeok Innopolis has engaged the Asia Institute to draft the Daedeok Declaration,

a far-ranging proposal for cooperation between science and technology parks (STP)

around the world for cooperation in environmental policy and the

commercialization of environmental technologies. The Daedeok Declaration will be

the centerpiece of the International Association of Science Parks Annual

Convention to be held in Daedeok Innopolis in May, 2010. The declaration will call

for a new level of international collaboration in the commercialization of

environmental technologies as part of the “°Global Green Growth,” or G©ø, movement

advocated by Daedeok Innopolis.

 

 

 

 

 

Second Biotechnology Report Submitted to KRIBB

The Asia Institute has joined forces with the Korea Institute for Nuclear Safety

(KINS) to conduct a study of the future of nuclear energy in Southeast Asia with an

emphasis on the particular safety concerns of the region. The project is part of Asia

Institute’s larger Non-proliferation Initiative which considers the overall impact on

the world of the increasing use of nuclear power in the current age.

 

 

 

 

 

Director Pastreich tours Cambodia and Thailand to investigate energy issues

December, 2009

Director Pastreich toured Cambodia to assess energy challenges in that country and

the future of the country”¯s energy development. He also met with experts in

Thailand working on nuclear energy issues to learn more of the social, economic

and political issues that inform the debate on nuclear power in that country.

Pastreich conferred with Professor Nares Chankow of Chulalongkorn University, a

leading figure in nuclear engineering, and met Professor Chaivat Toshkulkao,

Secretary General of the Office of Atoms for Peace (a division of the Thai Ministry

The discussion concerned efforts at the local level to address environmental issues.

3E refers to environment, energy and economy, the primary concerns of human

civilization today. ETRI (Electronic Telecommunications Research Institute)

The Asia Institute hosted Dr. Yong-Nak Lee, President of Heat Transfer R&D, on

the occasion of his visit to the Daedeok research cluster.

Dr. Yong-Nak Lee has a Ph.D. in Mechanical Engineering from the University of

Illinois, Urbana-Champaign, IL and is former President of KSEA, Inc

(Korean-American Scientists and Engineers in America). Dr. Lee is a leading figure

in the fields of

energy delivery systems and green energy technology. He has served as

senior advisor to Daewoo Company and holds many patents on heat

transfer technology.

He has recently been appointed by the Korea Government

Agency (MEST) to coordinate the Energy Policy Panel for a long range

Confronted with global warming caused by increasing emission of

greenhouse gases and with the depletion of energy resources, a growing

number of countries around the world have been exploring new growth

strategies. Assuch, starting last year Korea has set “®low-carbon green

growth”¯ as the key growth strategy: The Korean government is trying to

go beyond “®passive”¯ adjustment to climate change and depletion of

energy resources, to create new markets and new jobs through green

growth strategy, and, based on these efforts, to explore the sources

of new growth engines which will facilitate sustainable development.

 

 

 

 

 

 

The Conference was begun with a speech by Prime Minister Han Seung-Soo and Senor

Fellow at the JFK Belfer Center at Harvard University, Dr. Paula Dobriansky. The six

sessions were

Director Pastreich Appointed to Advisory Board

UNEP Tunza Conference to hold the first international 3E Cafe (environment, energy,

issues about water security in East Asia. This presentation was part of the Asia Institute’s

effort to support this effort to promote globlal cooperation on environmental issues under

The Asia Institute’s project to encourage the formation of an international ecocity

coalition has produced results in Palo Alto, California, home of Stanford University. The

city of Palo Alto has posted a summary of its best practices in Russian and Chinese

language on its website as a means of encouraging the diffusion of policy. This effort to

internationalize environmental efforts at the local level and make them acceptable has

been central to Asia Institute’s work. The project was funded through a grant from the

Dr. Mezyad Alterkawi takes over as program director for the East Asia Middle East

Initiative.

Dr. Mezyad Alterkawi, CEO of the Riyadh Technology Incubation Center in Saudi

Arabia, has agreed to take on the role of program director for the East Asia Middle East

Initiative at the Asia Institute. In this role he will bring new leadership with an emphasis

on the cooperation between science parks in the Middle East and East Asia, his field of

expertise. Dr. Alterkawi replaces Dr. Fahad Altouraif, Vice President for Mergers &

Acquisitions at NCB Capital, the primary investment bank associated with Aramco. Dr.

Altourif will be returning to his primary work after establishing the East Asia Middle East

Initiative.

 

 

 

Dr. Mezyad Alterkawi has served as the CEO of RTIC (Riyadh Technology Incubation

Center:http://rtic.ksu.edu.sa) at King Saud University, Saudi Arabia since 2007. RTIC is a

leading center in the Middle East for the development of advanced technologies and will

form the core of the Riyadh Techno Valley, a next generation science park to open in 2010

under Dr. Alterkawi”¯s leadership. At present, RTIC serves as astate-of-the-arttechnology

incubator on the campus of King Saud Unviersity that encourages and supports innovation

and entrepreneurship locally and throughout the Middle East. King Saud University, with

its full range of colleges and educational resources,supports the incubator with programs

in the science, engineering, medical, and business areas.

Riyadh Technology Incubation Center (RTIC) is also a critical part of the Kingdom of

Saudi Arabia”¯s efforts to form a knowledge-based economy.

 

 

 

Dr. Alterkawi works as an associate professor in King Saud University”¯s College of

Engineering. With a Ph.D. in urban and regional planning from Texas A&M University

(1991), Dr. Alterkawi has in-depth training in the technical, economic and social factors

critical to science parks and long-term growth in technology. He plays a central role in

forming science policy in Saudi Arabia, working with business, government and

academia. Dr. Alterkawi is also an important figure globally in the establishment of

global strategies for science parks and technology incubators. He is widely known for his

active promotion of closer ties between Saudi Arabia and the rest of the world, especially

East Asia. His article “°Saudi Arabia and South Korea: Partnership for Prosperity” puts

Dr. Kamran Eshraghian joins the Asia Institute as Senior Associate

Distinguished Professor

Dr. Eshraghian is best known in international arena as one of the fathers of CMOS VLSI

(Very Large Scale Integration) having influenced two generation of researchers in both

academia and industry in silicon chip design. He has held over 40 patents and co-authored

six textbooks including the classic text “°Principles of CMOS VLSI Design: a systems

perspective” used by over 800 universities since its publication in 1984. The text has been

translated into 15 languages including Korean, Chinese, Japanese, Russian, Persian and

Greek. He is the Chairman of Board of Directors of Innovation Labs and was the holder of

Inaugural Ferrero Family Chair in Electrical Engineering at University of California,

Merced prior to his move to Chungbuk National University, Korea, as the Distinguished

Professor, World Class University (WCU) program. He has founded six High Technology

companies, providing intimate link between University research and industry.

 

 

 

He obtained his PhD., MEngSc., and BTech., degrees from the University of Adelaide,

South Australia. In 2004 he was awarded a Dr.-Ing e.h., (Doctor of Engineering) from the

University of Ulm, Germany, for his research into integration of nanoelectronics with that

of light wave technology – thus creating a new design domain for future intelligent

Systems on Chip (iSoC) technologies. His academic genealogy links him to J J Thompson

the discoverer of electron and Noble Laureate and as far back to Issac Newton (1668).

 

 

 

In 1979, he joined the Department of Electrical and Electronic Engineering at the

University of Adelaide, South Australia, after spending some ten years with Philips

Research, both in Europe and Australia. In 1994, he was invited to take up the Foundation

Chair of Computer, Electronics and Communications Engineering in Western Australia,

and became the Dean of School of Engineering and Mathematics and Distinguished

University Professor and subsequently became the Director of Electron Science Research

Institute. In 2004, he founded ELabs as part of his vision for horizontal integration of

nanochemistry and nanoelectronics with those of bio- and photon-based technologies, thus

creating a new design domain for future intelligent System on System (iSoS) research. He

has lectured widely, been keynote speaker, and presented over 200 workshops in large

The 27th World Conference of the International Association of Science Parks

(IASP) will be held in the Daedeok research cluster in Daejeon, Korea.one of

problem of responding to climate change and reimagining the economies, the

communities and the manufacturing infrastructures of the world in the face of this

unprecedented challenge.

 

Under the rubric of “°Global Green Growth” IASP XXVII Daedeok will bring

together the full range of IASP members, complemented by a select group of

experts in green technologies conversant on climate change to engage in a broad

discussion of how science parks can serve as the vanguard in proposing viable

solutions to climate change.

 

IASP 27 will take up the mandate of Copenhagen 15 (the United Nations Climate

Change Conference) for a drastic reduction in emissions and the establishment of a

broad range of sustainable development initiatives. Science parks contain within

them the entire range of technologies (bio, nano, nuclear, and IT) required to fully

implement a new paradigm of green growth. The question to be addressed at IASP

XXVII Daedeok is how those capabilities can be creatively employed in an

effective manner.

 

IASP has a special consultative status with the Economic and Social Council of the

United Nations, placing it in the position to serve as the sounding broad on a global

scale for the effective response to Copenhagen 15. The innovation that forms a core

value of IASP will be much demanded in our efforts to respond rapidly to

Copenhagen”¯s prescriptions for change.

 

Science parks also can serve as model ecocities that can quickly employ the

technologies they possess to transform their own environments into models both for

the countries in which they are located and the world as a whole. For this reason,

green growth offers a metaphor that will take full advantage of the IASP special

status to play a transformative role. In a word, IASP XXVI Daedeok will serves as

Copenhagen and how science parks can effectively cooperate in this critical

international 3E (environment, energy

and economy) Forum featuring leading

Asian scholars on the environment at the

International Conference on Innovation

Clusters (ICIC).

The forum was led by Dr. Ji-won Yang,

Vice President of KAIST and expert in

environmental technology.

The 3E Forum (energy, the environment

and the economy) was started among

researchers at Tsukuba University and

 

 

 

 

 

 

 

 

 

the research institutes that make up the

Tsukuba Cluster in 2007. Experts in the

3E Forum discussed how the researchers

in that cluster could improve

collaboration and effectively use their

technologies to make Tsukuba itself a

leading center for environmental

sustainability.

 

 

 

 

 

 

 

At almost the same time, Daejeon launched the Daejeon Green Growth Forum, a

group of researchers at KAIST and other research institutes in Daejeon, Korea’s

innovation cluster, to consider the same issues. In the world’s first international 3E

Forum, experts from Japan, Korea and now the Zhongguancun cluster around

Tsinghua University in Beijing, met to discuss how Korea, China and Japan can

more closely coordinate their efforts to achieve low-carbon sustainable growth

through intense cooperation. Their efforts were recognized at the summit meeting

of science ministers from China, Japan and Korea held in Tokyo on May 25 when

the assembled ministers pledged closer collaboration in the environmental

sciences.

This 3E Forum will be followed by a 3E Forum for youth to be held in Daejeon

on August 20 at the time of the UN Environmental Programme’s Tunza

Environment Conference. the United Nations Environment Programme will hold

its Tunza Environment Conference for children and youth in Daejeon for the first

time, a sign of Daejeon’s central role in environmental policy. All of these efforts

are leading up to the Copenhagen Environment Conference in December at which

the nations of Asia and the world will consider future policy on the environment

and the economy. The first international meeting of the 3E Forum will be an

Pastreich Proposal for “Green” Post-

Earthquake Sichuan Enacted

Heihu Town, Sichuan

Director Pastreich co-authored with John Feffer,

editor of Foreign Policy in Focus, a proposal to

rebuild the towns in Sichuan damaged in the

2008 earthquake as ecocities. The concrete

proposals have been put into practice.

 

Pastreich’s article was published in Chinese on July 3, 2008 by China News

(http://www.chinanews.com.cn/gn/news/2008/07-03/1300922.shtml) and

subsequently covered in the newsletter of China’s renowned environmental group

Friends of Nature (FON). Friends of Nature then made a formal proposal to the

One Foundation in November of 2008 for a “green school” reconstruction project

for Heihu Town in Mao County, Sichuan. The new building will be a model for

environmentally sustainable construction in China. For more information, see

Vice President Ji-Won Yang of KAIST to discuss

future cooperation on environmental issues,

particularly as part of the eco-city Coalition

proposed by the Daejeon Green Growth Forum.

 

Vice President Yang and Director Pastreich spoke about the activities of the

Daejeon Green Growth Forum at the Center for Strategic and International Studies

(CSIS) on February 17th. This event at Washington, D.C.¢®.s leading center for

public policy was well attended by policymakers, especially in light of the

concurrent visit of Secretary of State Clinton to Tokyo and Seoul.

 

The two also met with Dr. David Steinberg of Georgetown University, a leading

expert in Korean studies, Kevin Doak of Georgetown University, John Feffer, co-

editor of Foreign Policy in Focus, and Mike Mochizuki of George Washington

University.

 

The two also spoke at length with Mr. Kyle Danish of Van Ness Feldman, an

expert on current environmental policy and a strong supporter of contemporary

environmental policy.

 

The two visited Stanford University and the city of Palo Alto where they met with

Mayor Peter Drekmeier of Palo Alto to discuss cooperation with Asia Institute,

KAIST and the city of Daejeon as part of a proposed consortium of ecocities. That

meeting was followed by meetings with faculty members at Stanford University,

including Professors Barton Thompson and Jeffrey Koseff, co-directors of

Stanford University’s Woods Institute for the Environment to enhancefuture

cooperation on environmental technology.

 

Director Pastreich also visited the University of California, Merced, where he

spoke about the efforts of the Asia Institute in Daejeon and discussed possible

First Asia Institute Forum

“The Current Economic Crisis and its Implications for Technology in

Korea”

The Asia Institute held a discussion on the impact

of the current economic crisis on science and

technology at the starlight lounge of the SolHeim

Club at the SolBridge International School of

Business. The forum had as guest members Dr. Ian

Simon of the Science and Policy Research Institute

(a member of Asia Institute’s “Biotechnology

Initiative,” Dr.Ki-Ho Yi, director of the Nautilus

Institute at Seoul and Jung-Soo Chang, editor-in-

chief of the Hangyoreh Newspaper.

 

Important figures from six major research institutes and three universities joined

in a thoughtful discussion of the future of science and technology in a period of

global financial uncertainty. Dr. Ryol-Liu Jang of KRIBB stressed the importance

of promoting the awareness of science among average citizens in Korea. Dr.In-

Soon Jang, president of the Daedeok Club and former president of KAERI, spoke

of the importance of an overarching vision or metaphor that makes the value of

science evident to policymakers. Dr. Chang stressed the importance of creative

use of system convergence as a strategy for growth. The 15 researchers present

agreed on the need for collaboration on future efforts to forge alliances for future

Members of Daejeon Green Growth Forum Visit Japan

Tsukuba, Japan

 

Three members of the Daejeon Green Growth Forum, Ji-Won Yang vice president

of KAIST (and Chairman of the Green Growth Forum), Sang-hyeok Yoo,

Woosong University professor, and Emanuel Pastreich, director of the Asia

Institute, visited Tsukuba, Japan to discuss future collaboration. The visit was

related to an initiative being considered to make Daejeon, Tsukuba and Stanford

the center of a planned Ecocity Consortium that would span Asia. As one of Asia’s

largest research cluster, Tsukuba representatives have expressed interest in closer

collaboration.

 

 

 

The three representatives first met with Dr. Inouye Isao,

special assistant to the President of Tsukuba University and

chairman of the Tsukuba 3E Forum. The 3E Forum is a group

of experts in the Tsukuba research cluster who meet for

regular conferences to discuss their research work concerning

the environment. The 3E Forum focuses on low-carbon urban

 

 

 

 

 

 

 

 

 

strategies and has a similar imperative to that of the Daejeon

Green Growth Forum. Professor Inouye expressed strong

support for the efforts of the Daejeon Green Growth Forum

and promised close cooperation. Moreover, Professor Inouye

pledged to introduce our efforts to others in the Tsukuba

research community. Other member of the 3E Forum,

Professors Utsumi Motoo and Ezura Hiroshi of Tsukuba

University, also attended.

The following day, the team of representatives visited

Tsukuba City hall where they met with Honiden Taku, who

serves as the head of Mayor Ichihara Kenichi’s office. Mr.

Honiden expressed his great interest in the proposal for

cooperation on environmental issues between the cities and

drew attention to a previous agreement of October 16, 1999

for economic, cultural and scientific cooperation that had been

signed between Daejeon and Tsukuba. He relayed the general

enthusiasm of the Mayor’s office for the proposal. He also

spoke of the role played by the Tsukuba which also brings

together figures from government, academia and business.

The following day, the team visited Japan’s

National Institute for Environmental Studies for a

meeting with Dr. Yasuko Kameyama, Senior

Researcher of the Center for Global Environmental

Research. The discussion concerned shared

concerns about environmental issues in Asia and

global strategies for responding to global warming.

The Daejeon Green Growth Forum agreed to

pursue a closer relationship with the National

Institute for Environmental Studies as part of its

larger international strategy.

The final day of the visit consisted of a visit to the

RIKEN Bioresource Center in Tsukuba, a global

repository for genetic and laboratory resources. The

team met with Dr. Yuichi Kobata, the Director of

the Bioresource Center, and Dr. Masatomo

Kobayashi, an expert in environmental

biotechnology working on new technologies for

reforestation. The trip served as an opportunity to

cement close relations between both major research

institutes and local government in the central

technology clusters of Korea and Japan: Daejeon

discussions concerning exchanges by researchers,

Director Pastreich and Toraaki Nakamura, Program Director for Korea-Japan

Environmental Policy Initiative, attended the New Year’s Reception of the

Daedeok Innopolis, the center for advanced research in Korea. Pastreich and

Nakamura first met with President Gye-Du Kang of Daedeok Innopolis to discuss

future efforts to engage with the rest of Asia concerning Daedeok Innopolis’ future

development.

 

Pastreich and Nakamura also met with Congressman Sang-Min Lee and Minister

of Knowledge Economy Youn-Ho Lee. The topics brought up by the Asia

Institute included Korea’s new strategies for dealing with economic uncertainty

and science policy and the most effective means of encouraging international

cooperative effort in business and policy. Dr.

Endicott joined with President Dr.Chol-ho Yoon,

Director Pastreich Appointed as Member of Chungnam Province’s

International Relations Committee

Director Pastreich will serve from 2009 as a

member of the International Relations Committee

for the province of Chungnam in Korea. Pastreich

served previously as advisor to the governor of

Chungnam. In this role, Pastreich will help direct

Chungnam’s international engagement and efforts

to draw foreign investment and establish

international alliances throughout the world for

further economic development. Chungnam is one

of Korea’s most advanced industrial cluster and the

Pastreich visits Chengdu to Discuss Environmental Policy in China

Director Pastreich visited Chengdu China to give a

talk on China’s role in the emerging environmental

economy and meet with professors from the

department of economics and the Environmental

Studies School. Pastreich spoke concerning the

proposal he wrote with John Feffer to rebuild

Sichuan’s Wenchuan as an ecocity after the

earthquake. Professor Liu Ming of the department

of economics arranged Pastreich’s visit to the resort

Dujiangyan, a city hard hit by the May earthquake,

2008 in Bundang, Kyonggi Province. With its

membership limited to the most distinguished Korean

scholars, KAST is the highest forum for discussions on

science policy in the nation. In his paper, Pastreich drew

attention to the decline in the stature of science within

relationship of basic scientific research to daily life could

Professor Siddiqi addressed SolBridge students and invited business students

from Korea to consider internships in the NGO sector of Bangladesh. He said that

Grameen, the organization started by Nobel laureate Mr. M. Yunus and BRAC

(Bangladesh Rural Advancement Committee) are well known in the developing

their immersion week focused on biotechnology. He opened up the discussion on

the importance of this field with an address on Monday, October 20, stressing the

opportunities in the field, followed by a lecture on stem cell research and another

on running a biotech venture company based on his own experience as CEO of

EnVivo Pharmaceuticals. In addition, Dr. Hall gave formal lectures at the Korea

Research Institute of Bioscience and Biotechnology, the Science and Technology

Research Institute of the Korean government & Seoul National University. Dr.

NORTHEAST ASIA (LNWFZ-NEA)

October 4-8, 2008

 

The Daejeon meeting (12th plenary) of the LIMITED NUCLEAR WEAPONS

FREE ZONE FOR NORTHEAST ASIA (LNWFZ-NEA) hosted by the Asia

Institute of the SolBridge International School of Business was the culmination of

a comprehensive effort to create a secure and prosperous East Asia in the 21st

Century through frank discussions between credentialed specialists and

government officials. LNWFZ-NEA has held regular meetings since 1991 in an

effort to establish a regional security community involving all the nations of

Northeast Asia and reduce the danger of nuclear conflict in Asia.

 

This session included representatives from the Republic of Korea, the United

 

 

 

 

 

 

 

 

 

States, China, Japan, Russia, Mongolia and North Korea. Observers from

Argentina, Finland, France, Canada, the United Kingdom, Australia, Pakistan,

Visit to Oil Spill Site on Taean Peninsula

Director Pastreich visited the Taean Peninsula in his

capacity as adviser to the governor, meeting with

citizens and inspecting the cleanup efforts following

the December oil spill. Director Pastreich also spoke

at length with government officials at the command

center and volunteers about his plans to establish a

park for children as a memorial to the spill. He also

visited a local elementary school in Taean to speak

On November 29th, Associate Professor at

SolBridge Emanuel Pastreich appeared on the

policy discussion program of KBS (Korean

Broadcasting Service) “The Issues and the Situation

on the Ground ” to discuss the proposed “West Sea

Free Economic Zone” for Chungnam and Gyeonggi

Provinces.

 

Pastreich has worked closely on this project and

others concerning the economic and technological

growth of Chungnam province in his position as

special advisor for international relations to

Chungnam Governor Wan-Goo Lee.

 

Pastreich stressed the importance of establishing a livable environment for

foreigners in the West Sea area so that the full economic and technological

potential of this region can be realized. In particular, he spoke of the need for

English language schools, signage and printed materials in English and other

languages, and greater accessibility to foreign investors. He described the possible

economic benefits for Korea and for East Asia as a whole, of making this unique

cluster into a culturally sophisticated center for the region. The “West Sea Free

Economic Zone ” was approved by the central government in December of 2007

Mr. Feffer was a writing fellow at Provisions Library in Washington, DC and a

PanTech fellow in Korean Studies at Stanford University. He is a former associate

editor of World Policy Journal and has worked as an international affairs

representative in Eastern Europe and East Asia for the American Friends Service

Committee. He has studied in England and Russia, lived in Poland and Japan, and

Nayan Chanda, distinguished journalist, author and scholar, winner of the 2005

Nayan Chanda is the Director of Publications and the Editor of YaleGlobal Online

Magazine at the Yale Center for the Study of Globalization. For nearly thirty years

before he joined Yale University Chanda was with the Hong Kong-based

magazine the Far Eastern Economic Review as its editor, editor-at-large and

correspondent. In 1989-90, Chanda was a Senior Fellow at the Carnegie

Endowment for International Peace in Washington, DC. From 1990-1992 Chanda

David Straub, Visiting Scholar Shorenstein

One of the earliest visitors to SolBridge

International School of Business before our

official opening, was Mr. David Straub, visiting

scholar at Stanford University, author of

numerous papers and articles, and former US

diplomat. Mr. Straub consulted with the

SolBridge team concerning our plans for an

international program and was the guest of honor

at a dinner for leading figures in Daejeon held at

the Asia Museum.

 

David Straub retired from the U.S. Department of State in 2006 as a Senior

Foreign Service Officer after a 30-year career focused on Northeast Asian affairs.

He worked over 12 years on Korean affairs, first arriving in Seoul in 1979, just

months before the assassination of President Park Chung Hee. He served as head

of the political section at the U.S. embassy in Seoul from 1999 to 2002 during

popular protests against the U.S., and played a key working-level role in the

SixParty Talks on North Korea’s nuclear program as the State Department’s Korea

country desk director from 2002 to 2004.

 

Straub’s final assignment was as the State Department’s Japan country desk

director in 2004, when he was co-leader of the US delegation to talks with Japan

on the realignment of the U.S.-Japan alliance and of U.S. military bases in

Japan. He currently works as a consultant with Northeast Asia Associates, and

lectures on U.S.-Korean relations at Johns Hopkins University’s School of

Advanced International Studies in Washington, D.C. He is fluent in Korean,

Emanuel Pastreich, associate professor at

SolBridge International School of Business,

delivered a paper entitled “Korea’s Public

Diplomacy: From Hermit Kingdom to Global

Hub” at the international conference

“Counterpublics and the Asia Pacific” held at

Stanford University.

 

Pastreich drew attention to the new role Korea is playing in East Asia and

throughout the world and noted the remarkable innovations that Korea’s

diplomacy has undertaken in the period culminating in the election of Foreign
